IRS Form 2290
The Heavy Highway
Vehicle Use Tax Return (IRS Form 2290) is used to figure and pay the tax due on
motor vehicles with a gross weight of 55,000 pounds or more that are designed to
carry a load over public highways.
When a new truck is first put on the highway, an initial 2290 must be
filed by the end of the following month.
A 2290 must also be filed if the taxable gross weight of a vehicle
increases and the vehicle falls into a new category. Besides the initial filing, an annual filing is required.

IFTA
The International Fuel Tax
Agreement (IFTA) is an agreement between all 48 contiguous states, and 10
Canadian provinces. It enables
participating jurisdictions to cooperate in the collection and administration of
motor fuel taxes. An IFTA account
is set up with the base state, which authorizes travel in all IFTA
jurisdictions. Then a single
quarterly report must be filed with the base state, reporting miles traveled and
fuel purchased in each state. The
base state is responsible for dispersing the funds to the other
jurisdictions. You need an IFTA
license if you travel in two or more member jurisdictions, and if your vehicle
either weighs more than 26,000 pounds, OR has three or more axles, regardless of
weight.

the fee charged by your base state.

*If
you travel outside your base state only very occasionally, it is possible to
purchase a trip permit for each individual trip. However, this becomes very expensive in
the long run, compared to the low yearly fee of an IFTA membership.

New
York’s Highway
Use Tax (HUT) is a weight-distance tax, based on mileage traveled by motor
vehicles on New York State
public highways and vehicle weight.
You need a HUT permit if your vehicle travels through New York and has a gross
weight of more than 18,000 pounds.
Once a HUT permit is issued, quarterly reports must be filed.

KENTUCKY
Kentucky’s Highway
Use Tax (KYU) is a weight-distance tax, based on mileage traveled by motor
vehicles through Kentucky. You need a KYU license if your vehicle
travels through Kentucky and has a gross weight of 60,000
pounds or more. Once a KYU license
is issued, quarterly reports must be filed.

NEW MEXICO
New
Mexico’s Weight
Distance Tax is a weight-distance tax, based on mileage traveled on New Mexico highways. You need a NM Weight Distance Tax ID
Permit if your vehicle travels through New
Mexico and has a gross weight of more than
26,000 pounds. Once a NM Weight
Distance Tax ID Permit is issued, quarterly reports must be
filed.

New Mexico.

are $2.00 per vehicle.

OREGON
Oregon’s Highway-Use
Tax is a weight-distance tax based on the number of miles traveled in Oregon and the weight of
the vehicle. You need an Oregon
Weight Receipt and Tax Identifier if your vehicle travels through Oregon and has a gross
weight of more than 26,000 pounds.
Once an Oregon permit has been issued, monthly reports
must be filed. After one year, if
your account is in good standing, you may apply to report on a quarterly
basis. In addition to an ODOT
Weight Receipt and Tax Identifier, Oregon requires a bond of all new
carriers. The amount of this bond
varies.

Trip Permits
Temporary fuel and trip permits
are available to authorize transportation through a state(s) in which a carrier
does not have proper fuel or registration credentials.
Temporary fuel permits are required if a carrier does not
have the IFTA credentials or a fuel permit for the state(s) which will be
traveled through.
Trip permits are required when traveling to a state(s)
which a carrier is not apportioned (IRP) or registered.
Standards to Qualify:
- 2
axles and a gross/registered weight exceeds 26,000 pounds

IRP
The International Registration Plan (IRP) is a cooperative
agreement for registering vehicles that travel interstate. Carriers
file an application with their base jurisdiction. The base
jurisdiction issues
registration credentials for each vehicle, and
disperses registration fees to the other
jurisdictions. You need an IRP (sometimes called apportioned) vehicle
registration if you travel in more than one state, and your vehicle
weighs more than 26,000 pounds, OR has three or more axles, regardless
of weight.

This fee is for preparing your application, and the associated
required documentation. This does NOT include the
registration fee charged by your state. Fees vary by state, and are
calculated according to each jurisdiction’s specific registration fee
